Earl D. Bock has been with Highmark Blue Shield since December 2010 and brought with him a wealth of knowledge and experience in the areas of insurance fraud and investigations.
He currently serves as a Senior Fraud Consultant in the Financial Investigations & Provider Review (FIPR) department of Highmark Blue Shield, one of the region’s largest health care insurers, in Camp Hill, PA. Mr. Bock works a variety of fraud related cases, as well as indirectly supervises investigations in Pennsylvania, Delaware and West Virginia. Additionally, Mr. Bock acts as the liaison between FIPR and all federal, state and local law enforcement agencies throughout Pennsylvania and the United States.
Prior to joining Highmark, Mr. Bock served 27 plus years as a law enforcement officer, dealing primarily with white collar crimes. Mr. Bock has experience at a local, county and international level, with particular expertise in computer crimes and insurance fraud. The most notable period in his career was the year he spent as an international police officer working for the United Nations in war-torn Kosovo (Former Republic of Yugoslavia).
Mr. Bock’s last position prior to Highmark was that of Detective Sergeant with the Cumberland County District Attorney’s Office, Criminal Investigation Division, in Carlisle, PA. Mr. Bock served there for seven years with his principal focus on investigating and prosecuting all cases of insurance fraud, with special attention to healthcare fraud. Mr. Bock has successfully prosecuted countless insurance fraud cases which resulted in appropriate criminal sentences, and the recovery of several million dollars in restitution.
Mr. Bock is a graduate of Harrisburg Area Community College, where in 2005 he received the Distinguished Alumnus Award. Mr. Bock is also a graduate of Albright College in Reading, PA where he graduated Summa Cum Laude. In 2010 Mr. Bock was awarded “Fraud Fighter of the Year” by the Pennsylvania Insurance Fraud Prevention Authority, and the “Integrity Award” from the United States Department of Health & Human Services, Office of Inspector General. In 2011 Mr. Bock received the honor of “Accredited Health Care Fraud Investigator” by the National Health Care Anti-Fraud Association, and in 2013 “Certified Insurance Fraud Investigator” by the International Association of Special Investigation Units. Mr. Bock is a member of the International Association of Special Investigation Units, the National Health Care Anti-Fraud Association, the Blue Cross Blue Shield Association, and the Fraternal Order of Police, serving on the Management Survey and Accreditation Committees for NHCAA and the National Anti-fraud Advisory Board for BCBSA. Mr. Bock currently serves on the criminal justice advisory board for the Cumberland-Perry Area Vocational Technical School in Mechanicsburg, PA, and as an instructor for the Pennsylvania Sheriff’s Academy at Penn State University main campus. Mr. Bock previously spent many years as a police academy and mandatory in-service instructor for the Pennsylvania Municipal Police Officer Education & Training Commission.
